The purpose of the Bid Manager role is to manage all project opportunities from qualification through to contract award.
This includes understanding deliverables, assigning responsibilities, value proposition, strategy development, solution development, commercial considerations and risk management.

The purpose of the Bid Manager role is to manage all project opportunities from qualification through to contract award.
This includes understanding deliverables, assigning responsibilities, value proposition, strategy development, solution development, commercial considerations and risk management.
Responsibilities include;
- The implementation of all necessary bid procedures, governance, and processes.
- The position will involve leading all day-to-day phases of an individual bid, PQQ (pre-qualifying questionnaire) or capability document.
Key Responsibilities
Bid strategy
- Undertake detailed client, project and stakeholder research.
- Provide direction and develop reaction strategies to ensure the strategy is embedded in the tender submission.
Managing the tender process
- Follow the bid process and ensure all actions follow corporate governance.
- Review all tender documents to understand client requirements and deliverables.
- Manage pre-start consultation - allocate owners and set deadlines for content.
- Monitor and report on progress / own the tender programme.
- Facilitate/attend all internal and external meetings as required.
Content generation
- Answer plan bid responses - building in the bid strategy.
- Write/develop all non-technical content, H&S experience etc.
- Support on technical content where required - understand and resolve complex technical, strategic and business issues - interviewing and questioning delivery employees as required
- Proofread all copy - ensure compliant and aligned to client requirements and bid strategy
- Write the executive summary
Requirements
- Degree Educated
- Hold a minimum of 3-5 years working within a Bid & Tender role - Prior experience in a tender management and a bid writing capacity.
- Proven ability writing concise written bid responses based on highly technical information.
- Preferably qualified to Degree level.
- Construction Industry knowledge.
- Experience with formatting, reviewing and proofreading of materials for content and grammar

Procurement Manager - Oslo, Norway - Transport, Construction
My client is an International construction company with its new Scandinavian headquarters in Oslo, Norway. They specialize in large transport infrastructure construction projects; concrete works, tunnels, railways, bridge building and road construction. Their corporate culture is characterized by fierce ambition, innovation and an international atmosphere with business locations in Germany, Norway, Sweden, Austria, the Czech Republic, Hungary, Romania, Slovakia, Belarus, Russia and Australia. Together with Nordisk Tillväxt, our client has been awarded a large construction project with Nye Veier and is looking to hire a Procurement Manager to support their business activities across Scandinavia in their newly established office is Oslo, Norway.
Main tasks
- You will collaborate with the construction manager and site manager to plan and execute the daily purchases in the projects as well as leading the development of the procurement processes.
- Participate in work on defining the project's purchasing and delivery schedule
- Participate in the establishment of central framework agreements
- Support the calculation function in the early tender stages
- Ensure that the business's guidelines as well as laws and agreements are segmented in the daily procurement work
- Ensure that the fixed purchasing budget is complied with
- Conduct follow-up meetings with subcontractors and suppliers in alternatives with the business's routines and guidelines
- Carry out audits at suppliers together with KMA managers
- Actively contribute to the continuous business improvement of the purchasing process
- Support the construction projects in practically drawing up and purchasing plans according to the established template.
- Update the supplier register and regularly reconcile with the Norwegian Tax Agency's information service and communicate the above analysis, on how it demonstrates the risk, to the relevant managers and projects.
- Lead inquiries and prepare tenders
- Prepare procurement contracts for the project organization
- Document critical activities in purchasing processes for individual purchases and put them on the risk and opportunity list.
- Prepare the calculation in collaboration with the calculator for the current purchase. Review the documentation to make sure the right purchase is doing. Monitor ÄTA on all purchases.
- Visits to construction fairs and exhibitions across the Scandinavian region in consultation with management
Education and experience
- We want you to have a college education and 5 years of industry experience as well as qualified education in contract law, construction management, business administration, purchasing and finance.
- Driver's license B is clearly merit.
